    Canada concluded its antidumping and countervailing re-investigation on certain carbon steel and stainless steel fasteners from China

    On February 23, 2009, the Canada Border Services Agency (CBSA) concluded its re-investigation of the normal values, export prices and amounts of subsidy of certain carbon steel and stainless steel screws originating in or exported from the People's Republic of China (China), and the normal values, export prices of certain carbon steel and stainless steel fasteners originating in or exported from Chinese Taipei. The subject goods are usually classified under the following Harmonized System classification numbers: 73181100.00, 73181200.00, 73181400.00, 73181590.11, 73181590.12, 73181590.21, 73181590.29, 73181590.31, 73181590.32, 73181590.39 and 73181590.44.

    Requests for Information (RFI) were sent to exporters in China and the government of China to obtain information on various subsidy programs by the CBSA. Only four exporters from China together with the government of China provided sufficient information. Therefore, amounts of subsidy were determined separately for these four exporters that cooperated with the CBSA.

    For exporters that cooperated with the CBSA, the amounts of subsidy established will be effective for subject goods on or after February 23, 2009. The previous amounts of subsidy will apply to importations of subject goods that have cleared Customs prior to February 23, 2009.

    Specific normal values for subject goods originating in or exported from the People's Republic of China have been determined for the following cooperative exporters listed below?Fastenal Company (USA), Jiaxing Fengjian Hardware Products Co., Ltd., Roberson (Jiaxing) Inc., Tapoo Metal Products (Shanghai) Co., Ltd. and Yan Tai Xincheng Standard Fasteners Co., Ltd.. The normal values for all other exporters have been determined by 170%.

    Specific normal values for subject goods originating in or exported from Chinese Taipei have been determined for the following cooperative exporters listed below?Barnes Distribution (USA), Chan Liang Enterprise Co., Ltd., CPC Fasteners International Co., Ltd., Dragon Iron Factory Co., Ltd., Faithful Engineering Products Co., Ltd., Fastenal Company ?USA?, Hilti, Inc. (USA), Homade Inc., Honor Best Co., Ltd., Jau Yeou Industry Co., Ltd., Kind-Auspice Industrial Co., Ltd., Kwantex Research Inc., Min Hwei Enterprise Co., Ltd., Newfast Co., Ltd., Shin Mone Screw Co., Ltd., Shuenn Chang Fa Enterprise Co., Ltd., Taiwan Shan Yin International Co., Ltd., Tong Hwei Enterprise Co., Ltd., Wictory Co., Ltd., Yoang Ming Industrial Co., Ltd., Zyh Yin Enterprise Co., Ltd.. The normal values for all other exporters have been determined by 170%.

    For exporters that cooperated with the CBSA, the normal values established will be effective for subject goods on or after February 23, 2009. The previous normal values will apply to importations of subject goods that have cleared Customs prior to February 23, 2009.

    On April 28, 2004, the CBSA initiated its antidumping and countervailing investigation on certain carbon steel and stainless steel fasteners originating in or exported from the People's Republic of China (China). The re-investigation was initiated on September 15, 2008 on the subject goods by the CBSA.
